Continue the move of existing Documentation/technical/* protocol and
file-format documentation into our main documentation space. By moving
the things that discuss the protocol we can properly link from
e.g. lsrefs.unborn and protocol.version documentation to a manpage we
build by default.
So far we have been using the "gitformat-" prefix for the
documentation we've been moving over from Documentation/technical/*,
but for protocol documentation let's use "gitprotocol-*".

The git-repack doc clearly states that it *does* operate on promisor
packfiles (in a separate partition), with "-a" specified. Presumably
the statements here are outdated, as they feature from the first doc
in 2017 (and the repack support was added in 2018)

Teach Git to lazy-fetch missing objects in a subprocess instead of doing
it in-process. This allows any fatal errors that occur during the fetch
to be isolated and converted into an error return value, instead of
causing the current command being run to terminate.

Since we're now recommending lore.kernel.org (and because the
