Since this header showed up in some places besides just #include
statements, update/clean-up/remove those other places as well.

Note that compat/fsmonitor/fsm-path-utils-darwin.c previously got
away with violating the rule that all files must start with an include
of git-compat-util.h (or a short-list of alternate headers that happen
to include it first).  This change exposed the violation and caused it
to stop building correctly; fix it by having it include
git-compat-util.h first, as per policy.

Update 'git write-tree' to allow using the sparse-index in memory
without expanding to a full one.

The recursive algorithm for update_one() was already updated in 2de37c5
(cache-tree: integrate with sparse directory entries, 2021-03-03) to
handle sparse directory entries in the index. Hence we can just set the
requires-full-index to false for "write-tree".

The `p2000` tests demonstrate a ~96% execution time reduction for 'git
write-tree' using a sparse index:

Dozens of files made use of gettext functions, without explicitly
including gettext.h.  This made it more difficult to find which files
could remove a dependence on cache.h.  Make C files explicitly include
gettext.h if they are using it.

However, while compat/fsmonitor/fsm-ipc-darwin.c should also gain an
include of gettext.h, it was left out to avoid conflicting with an
in-flight topic.

Add a trivial rule for "write_cache_as_tree" to
"index-compatibility.cocci", and apply it. This was left out of the
rules added in 0e6550a2c63 (cocci: add a
index-compatibility.pending.cocci, 2022-11-19) because this
compatibility wrapper lived in "cache-tree.h", not "cache.h"

But it's like the other "USE_THE_INDEX_COMPATIBILITY_MACROS", so let's
migrate it too.

The replacement of "USE_THE_INDEX_COMPATIBILITY_MACROS" here with
"USE_THE_INDEX_VARIABLE" is a manual change on top, now that these
files only use "&amp;the_index", and don't need any compatibility
macros (or functions).

The wrapping of some argument lists is likewise manual, as coccinelle
would otherwise give us overly long argument lists.

The reason for putting the "O" in the cocci rule on the "-" and "+"
lines is because I couldn't get correct whitespacing otherwise,
i.e. I'd end up with "oid,&amp;the_index", not "oid, &amp;the_index".

The "prefix" variable passed by git.c into the builtin cmd_read_tree()
and cmd_write_tree() functions is named "unused_prefix". But we do in
fact pass it to parse_options(), which may use the prefix to adjust any
filename options. Let's get rid of this confusing name.

However, we can't just call it "prefix". The reason these variables were
renamed in the first place is that they shadowed local variables named
"prefix", because these commands both take a "--prefix" option.

So let's rename the parameters, but try to reduce further confusion:

  1. In both cases we'll call them "cmd_prefix" to mark that they're
     part of the cmd_* interface.

  2. In cmd_write_tree(), we'll rename the local prefix variable to
     "tree_prefix" to make it more clear that we're talking about the
     prefix to be used for the tree we're writing.

  3. In cmd_read_tree(), the "prefix" local has since migrated into
     "struct unpack_trees_options". We'll leave that alone, as the
     context within the struct makes its meaning clear (we actually
     _could_ just call the parameter "prefix" now, but that invites
     confusion in the other direction).

By default, index compat macros are off from now on, because they
could hide the_index dependency.

Only those in builtin can use it.
