These two header files are included from ordinary source files that
already include &lt;git-compat-util.h&gt; as the first header file as they
should.  There is no need to include the compat-util in these
headers.

"make hdr-check" is not affected, as it is designed to assume that
what &lt;git-compat-util.h&gt; offers is available to everybody without
being included.

<title>abspath.h: move absolute path functions from cache.h</title>

This is another step towards letting us remove the include of cache.h in
strbuf.c.  It does mean that we also need to add includes of abspath.h
in a number of C files.

<title>treewide: be explicit about dependence on gettext.h</title>

Dozens of files made use of gettext functions, without explicitly
including gettext.h.  This made it more difficult to find which files
could remove a dependence on cache.h.  Make C files explicitly include
gettext.h if they are using it.

However, while compat/fsmonitor/fsm-ipc-darwin.c should also gain an
include of gettext.h, it was left out to avoid conflicting with an
in-flight topic.

<title>scalar-diagnose: move 'get_disk_info()' to 'compat/'</title>

Move 'get_disk_info()' function into 'compat/'. Although Scalar-specific
code is generally not part of the main Git tree, 'get_disk_info()' will be
used in subsequent patches by additional callers beyond 'scalar diagnose'.
This patch prepares for that change, at which point this platform-specific
code should be part of 'compat/' as a matter of convention.

The function is copied *mostly* verbatim, with two exceptions:

* '#ifdef WIN32' is replaced with '#ifdef GIT_WINDOWS_NATIVE' to allow
  'statvfs' to be used with Cygwin.
* the 'struct strbuf buf' and 'int res' (as well as their corresponding
  cleanup &amp; return) are moved outside of the '#ifdef' block.
