C23 versions of libc (like recent glibc) may provide generic versions of
strchr() that match constness between the input and return value. The
idea being that the compiler can detect when it implicitly converts a
const pointer into a non-const one (which then emits a warning).

There are a few cases here where the result pointer does not need to be
non-const at all, and we should mark it as such. That silences the
warning (and avoids any potential problems with trying to write via
those pointers).

The recent glibc 2.43 release had the following change listed in its
NEWS file:

    For ISO C23, the functions bsearch, memchr, strchr, strpbrk, strrchr,
    strstr, wcschr, wcspbrk, wcsrchr, wcsstr and wmemchr that return
    pointers into their input arrays now have definitions as macros that
    return a pointer to a const-qualified type when the input argument is
    a pointer to a const-qualified type.

When compiling with GCC 15, which defaults to -std=gnu23, this causes
many warnings like this:

This patch fixes the more obvious ones by making them const when we do
not write to the returned pointer.

<title>config: drop `git_config()` wrapper</title>

In 036876a1067 (config: hide functions using `the_repository` by
default, 2024-08-13) we have moved around a bunch of functions in the
config subsystem that depend on `the_repository`. Those function have
been converted into mere wrappers around their equivalent function that
takes in a repository as parameter, and the intent was that we'll
eventually remove those wrappers to make the dependency on the global
repository variable explicit at the callsite.

Follow through with that intent and remove `git_config()`. All callsites
are adjusted so that they use `repo_config(the_repository, ...)`
instead. While some callsites might already have a repository available,
this mechanical conversion is the exact same as the current situation
and thus cannot cause any regression. Those sites should eventually be
cleaned up in a later patch series.

<title>object-store: move function declarations to their respective subsystems</title>

We carry declarations for a couple of functions in "object-store.h" that
are not defined in "object-store.c", but in a different subsystem. Move
these declarations to the respective headers whose matching code files
carry the corresponding definition.

The "object-store-ll.h" header has been introduced to keep transitive
header dependendcies and compile times at bay. Now that we have created
a new "object-store.c" file though we can easily move the last remaining
additional bit of "object-store.h", the `odb_path_map`, out of the
header.

Do so. As the "object-store.h" header is now equivalent to its low-level
alternative we drop the latter and inline it into the former.

allows for a structured approach to get rid of all such warnings over
time in a way that can be easily measured.

When resetting parsed gitattributes, we free the list of convert drivers
parsed from the config. We only free some of the drivers' fields though
and thus have memory leaks.

Fix this by freeing all allocated convert driver fields to plug these
memory leaks.

In `read_convert_config()`, we end up reading some string values into
variables. We don't free any potentially-existing old values though,
which will result in a memory leak in case the same key has been defined
multiple times.

Fix those leaks.
