hex-ll: separate out non-hash-algo functions

In order to further reduce all-in-one headers, separate out functions in hex.h that do not operate on object hashes into its own file, hex-ll.h, and update the include directives in the .c files that need only such functions accordingly. strbuf: use skip_prefix() in strbuf_addftime()

Use the now common skip_prefix() cascade instead of a case statement to parse the strftime(3) format in strbuf_addftime(). skip_prefix() parses the "fmt" pointer and advances it appropriately, making additional pointer arithmetic unnecessary. git-compat-util: move alloc macros to git-compat-util.h

alloc_nr, ALLOC_GROW, and ALLOC_GROW_BY are commonly used macros for dynamic array allocation. Moving these macros to git-compat-util.h with the other alloc macros focuses alloc.[ch] to allocation for Git objects and additionally allows us to remove inclusions to alloc.h from files that solely used the above macros.
