Merge branch 'es/chainlint'
Revamp chainlint script for our tests.

chainlint: colorize problem annotations and test delimiters
t: retire unused chainlint.sed
t/Makefile: teach `make test` and `make prove` to run chainlint.pl
test-lib: replace chainlint.sed with chainlint.pl
