ARC: define __ALIGN_STR and __ALIGN symbols for ARC

The default defintions use fill pattern 0x90 for padding which for ARC generates unintended "ldh_s r12,[r0,0x20]" corresponding to opcode 0x9090 So use ".align 4" which insert a "nop_s" instruction instead. CONFIG_IOSCHED_DEADLINE and CONFIG_IOSCHED_CFQ are gone since commit f382fb0bcef4 ("block: remove legacy IO schedulers"). arc: mm: add p?d_leaf() definitions

walk_page_range() is going to be allowed to walk page tables other than those of user space. For this it needs to know when it has reached a 'leaf' entry in the page tables. This information will be provided by the p?d_leaf() functions/macros. For arc, we only have two levels, so only pmd_leaf() is needed.
