<title>fmc: Delete the FMC subsystem</title>

The FMC subsystem was created in 2012 with the ambition to
drive development of drivers for this hardware upstream.

The current implementation has architectural flaws and would
need to be revamped using real hardware to something that can
reuse existing kernel abstractions in the subsystems for e.g.
I2C, FPGA and GPIO.

We have concluded that for the mainline kernel it will be
better to delete the subsystem and start over with a clean
slate when/if an active maintainer steps up.

Add SPDX license identifiers to all Make/Kconfig files which:

 - Have no license information of any form

These files fall under the project license, GPL v2 only. The resulting SPDX
license identifier is:

  GPL-2.0-only

This driver exports the memory area associated with the mezzanine card

This driver allows to reprogram the EEPROM in a mezzanine, to store

This fake carrier is designed to help FMC users understand how a
carrier driver works, and to experiment the behaviour with EEPROM
reprogramming (with a mezzanine driver commited later). This carrier
can register up to 4 (fake) mezzanines.

We have real carriers (both on PCI-E and VME), but they are bigger
things and are not part of this submission.

This commit creates the drivers/fmc directory and puts the necessary
hooks for kbuild and kconfig.  The code is currently a placeholder
that only registers an empty bus.
