<title>dma-buf: Always build with DMABUF_MOVE_NOTIFY</title>

DMABUF_MOVE_NOTIFY was introduced in 2018 and has been marked as
experimental and disabled by default ever since. Six years later,
all new importers implement this callback.

It is therefore reasonable to drop CONFIG_DMABUF_MOVE_NOTIFY and
always build DMABUF with support for it enabled.

Now that we use the dGPU path for all APUs, drop the
IOMMUv2 support.

Control whether to build SVM support into amdgpu with a Kconfig option.
This makes it easier to disable it in production kernels if this new
feature causes problems in production environments.

Use "depends on" instead of "select" for DEVICE_PRIVATE, as is
recommended for visible options.

ROCm user mode depends on userptr support. Without it, KFD is basically
useless.

Make sure HSA_AMD selects the same options as DRM_AMDGPU_USERPTR to avoid
broken configurations where userptr gets enabled but its dependencies are
disabled.
