[Why]
Resolve compiler warnings by marking unused parameters explicitly.

[How]
In .c and .h function definitions, keep parameter names
in signatures and add a line with `(void)param;` in function body

Preserved function signatures and avoids breaking code paths that
may reference the parameter under conditional compilation.

[Why]
Implicit signed-to-unsigned conversions caused compiler
warnings in DC paths.

[How]
Added explicit (unsigned int)/(uint32_t) casts for sentinel -1
assignments and IRQ ~MASK initializers, with small cast alignment
in logging/DPCD code.

Functionality and behavior is unchanged; only type intent is explicit.

[Why]
Shaper programming has high chance to fail on first time after
power-on or reboot. This can be verified by running IGT's kms_colorop.

[How]
Always power on the shaper and 3DLUT before programming by
removing the debug flag of low power mode.

[Why]
Debugging underflow issues frequently requires knowing the
HW state at the time of underflow. To enable capturing this
HW state information, interface functions are needed for the
various DC HW blocks.

[How]
This change adds the interface functions to read HW state for
the following DC HW blocks:
- HUBBUB
- HUBP
- DPP
- MPC
- OPP
- DSC
- OPTC
- DCCG

mode_select was supposed to be initialized in mpc_read_gamut_remap but
is not set in default case. This can cause indeterminate
behaviors.

This is reported as an UNINIT error by Coverity.
