The target is to provide a clear entry point(for power routines).
Also this can help to maintain a clear view about the frameworks
used on different ASICs. Hopefully all these can make power part
more friendly to play with.

by default, vega20 will use legacy powerplay driver.
in order to maintain the code conveniently in the future,
remove the support of vega20 from swsmu.

This patch adds the vega20_ppt.c to support ATOM_Vega20_POWERPLAYTABLE format
for vega20 on smu11. It will be used to implement to asic specific pptable
helpers.
