Input: add new driver for the Surface 3

This is a basic driver for the Surface 3. I am not so sure it will work with any firmwares as most values are encoded, but given that I only have access to my current device with its firmware and I don't have the datasheet, it should be OK for now. The driver only has runtime but no build time dependency with SH_MIGOR, so it can be built for testing purposes if the COMPILE_TEST option is enabled. This is useful to have more build coverage and make sure that drivers are not affected by changes that could cause build regressions.
