treewide: Convert del_timer() to timer_shutdown()

Due to several bugs caused by timers being re-armed after they are shutdown and just before they are freed, a new state of timers was added called "shutdown". After a timer is set to this state, then it can no longer be re-armed. The following script was run to find all the trivial locations where del_timer() or del_timer_sync() is called in the same function that the object holding the timer is freed. It also ignores any locations where the timer->function is modified between the del_timer*() and the free(), as that is not considered a "trivial" case. leds: is31fl319x: Fix setting current limit for is31fl319{0,1,3}

The current setting lives in bits 4:2 (as also defined by the mask) but the current limit defines in the driver use bits 2:0 which should be shifted over so they don't get masked out completely (except for 17.5mA which became 10mA). Now checking /sys/kernel/debug/regmap/1-0068/registers shows that the current limit is applied correctly and doesn't take the default b000 = 42mA. pwm: Make .get_state() callback return an error code

.get_state() might fail in some cases. To make it possible that a driver signals such a failure change the prototype of .get_state() to return an error code.
