Moves the drivers for the Chelsio chipsets into
drivers/net/ethernet/chelsio/ and the necessary Kconfig and Makefile
changes.

Also remove flags that were not used or are now redundant to hw_features bits.
No device had UDP_CSUM_CAPABLE set.

Add support for other versions of the 10G Chelsio boards.
This is basically a port of the vendor driver with the
TOE features removed.
