When using Start Service Discovery and when background scanning is used to report devices, the RSSI is reported or the value 127 is provided in case RSSI in unavailable. With the upcoming addition of support for Start Service Discovery, the discovery handling needs to filter on RSSI and UUID values. For that they need to be stored in the discovery handling.
