This is a preparation for sysctl netns-ization. Move the ctl tables to the files, where the tuning variables reside. Plus make the helpers to register the tables. This will simplify the later patches and will keep similar things closer to each other. ipv4, ipv6 and conntrack_reasm are patched differently, but the result is all the tables are in appropriate files. [NETFILTER]: Switch to using ctl_paths in nf_queue and conntrack modules

This includes the most simple cases for netfilter. The first part is tne queue modules for ipv4 and ipv6, on which the net/ipv4/ and net/ipv6/ paths are reused from the appropriate ipv4 and ipv6 code. These three declarations in include/net/ip.h are not implemented anywhere: ip_mc_dropsocket(), ip_mc_dropdevice() and ip_net_unreachable(). Also, correct a comment to be "Functions provided by ip_fragment.c" (instead of by ip_fragment.o) in consistency with the other comments in this header.
