printk() - restore timestamp printing at console output

The output of the timestamps got lost with the conversion of the kmsg buffer to records; restore the old behavior. Document, that CONFIG_PRINTK_TIME now only controls the output of the timestamps in the syslog() system call and on the console, and not the recording of the timestamps. panic: Make panic_on_oops configurable

Several distros set this by default by patching panic_on_oops. It seems to fit with the BOOTPARAM_{HARD,SOFT}_PANIC options though, so let's add a Kconfig entry and reduce some more upstream delta. Get rid of INLINE_SPIN_UNLOCK entirely replacing it with UNINLINE_SPIN_UNLOCK instead of the reverse meaning.
