perf sh: Remove dwarf-regs.c

The file just provides the function get_arch_regstr, however, if in the only caller get_dwarf_regstr EM_HOST is used for the EM_NONE case the function can never be called. So remove as dead code. As this is the only file in the arch/sh/util clean up Build files. Tidy up the EM_NONE cases for sh in dwarf-regs.c. perf util: Make util its own library

Make the util directory into its own library. This is done to avoid compiling code twice, once for the perf tool and once for the perf python module. For convenience: arch/common.c scripts/perl/Perf-Trace-Util/Context.c scripts/python/Perf-Trace-Util/Context.c are made part of this library. perf build: Add arch x86 objects building

Move the x86 arch objects building under build framework to be included in the libperf build object. Adding also arch/$(ARCH)/Build files for the rest of the archs. The reason for this is that in arch/Build we now do: +libperf-y += $(ARCH)/ which would make the build to fail on other architectures, because the build framework requires 'Build' file in nested directories and this patch adds it only for x86.
