perf test: Move attr files into shell directory where they are used

Now the attr tests are shell tests move the associated python and configuration files. Update the installation build rules for the new directories. Recycle the lib install rules for python files allowing the explicit attr.py install line to be dropped. perf test: Add perf_event_attr tests for the arm_spe event

Adds a couple of perf_event_attr tests for the fix introduced in [1]. The tests check that the correct sample_period value is set in the struct perf_event_attr of the arm_spe events.
