perf tools: Move UI bits to tools/perf/ui directory

Move those files to new directory in order to be prepared to further UI work. Makefile and header file pathes are adjusted accordingly. perf ui: Improve handling sigwinch a bit

No need to unblock it at each ui__getch() and also allow other users to check if a resize is needed, or force an refresh of terminal dimensions. The 'force' one shouldn't be needed, but its in a slow path, so leave it like that for now, I'll revisit this another day. perf ui: Serialize screen updates

The ui operations so far were used by just one thread, but 'perf top --tui' now has two threads updating the screen, so we need to use a mutex to avoid garbling the screen.
