Add a simple test to verify that an empty v1 cpuset will force its tasks
to be moved to an ancestor node. It is based on the test case documented
in commit 76bb5ab8f6e3 ("cpuset: break kernfs active protection in
cpuset_write_resmask()").

Pull cgroup updates from Tejun Heo:

 - Per-cpu cpu usage stats are now tracked

   This currently isn't printed out in the cgroupfs interface and can
   only be accessed through e.g. BPF. Should decide on a not-too-ugly
   way to show per-cpu stats in cgroupfs

 - cpuset received some cleanups and prepatory patches for the pending
   cpus.exclusive patchset which will allow cpuset partitions to be
   created below non-partition parents, which should ease the management
   of partition cpusets

 - A lot of code and documentation cleanup patches

 - tools/testing/selftests/cgroup/test_cpuset.c added

Patch series "selftests: cgroup: add zswap test program".

This series adds 2 zswap related selftests that verify known and fixed
issues.  A new dedicated test program (test_zswap) is proposed since the
test cases are specific to zswap and hosts specific helpers.

The first patch adds the (empty) test program, while the other 2 add an
actual test function each.


This patch (of 3):

Add empty cgroup-zswap self test scaffold program, test functions to be
added in the next commits.

Add a separate testfile to verify treating permissions when tasks are
migrated on cgroup v2 hierarchy between cpuset cgroups.

In accordance with v2 design, migration should be allowed based on
delegation boundaries (i.e. cgroup.procs permissions) and does not
depend on the migrated object (i.e. unprivileged process can migrate
another process (even privileged) as long as it remains in the original
dedicated scope).

The cgroup selftests suite currently contains tests that validate various
aspects of cgroup, such as validating the expected behavior for memory
controllers, the expected behavior of cgroup.procs, etc. There are no tests
that validate the expected behavior of the cgroup cpu controller.

This patch therefore adds a new test_cpu.c file that will contain cpu
controller testcases. The file currently only contains a single testcase
that validates creating nested cgroups with cgroup.subtree_control
including cpu. Future patches will add more sophisticated testcases that
validate functional aspects of the cpu controller.
