This patch adds a new -c flag to config.sh that enables callers
to specify the file path of the config they would like to update.
If no config is specified, the default will be the .config of the
current directory.

The ksft CI runtime needs an rds specific config file to build a
minimal kernel with the right options enabled.  This patch adds
an rds selftest config containing the required CONFIG_RDS* and
CONFIG_NET_* options.

The os.fork() call creates extra complexity because it forks the entire
process including the python interpreter.  ip() then calls cmd() which
creates a subprocess.Popen.  We can avoid the extra layering by simply
calling subprocess.Popen directly. Track the process handles directly
and terminate them at cleanup rather than relying on killall. Further
tcpdump's -Z flag attempts to change savefile ownership, which is not
supported by the 9p protocol.  Fix this by writing pcap captures to
"/tmp" during the test and move them to the log directory after tcpdump
exits.

rds/run.sh sets a timer of 400s when calling test.py.  However when
tests are run through ksft, a default 45s timer is applied.  Fix this
by adding a ksft timeout in tools/testing/selftests/net/rds/settings

We get a significant number of conflicts between net and net-next
because of selftests Makefile changes. People tend to append new
test cases at the end of the Makefile when there's no clear sort
order. Sort all networking selftests Makefiles, use the following
format:

 VAR_NAME := \
	 entry1 \
	 entry2 \
	 entry3 \
 # end of VAR_NAME

Some Makefiles are already pretty close to this.

The test.py should not be run separately. It should be run via run.sh,
which will do some sanity checks first. Move the test.py from TEST_PROGS
to TEST_FILES.

This fix solves this error, when calling kselftest with targets "net/rds":

The error was found by running tests manually with the command:
make kselftest TARGETS="net/rds"

The patch also specifies to import ip() function from the utils module.

gitignore and add the file to the list.

The include.sh file is generated when building the net/rds selftests,
but there is no rule to delete it with the clean target. Add the file to
EXTRA_CLEAN in order to remove it when required.
