mm: Add PG_arch_2 page flag

For arm64 MTE support it is necessary to be able to mark pages that contain user space visible tags that will need to be saved/restored e.g. when swapped out. To support this add a new arch specific flag (PG_arch_2). This flag is only available on 64-bit architectures due to the limited number of spare page flags on the 32-bit ones. This patch simply filters out lines which start with "PFN" while reading the page owner report. Commit 7ed1c1901fe5 ("tools: fix cross-compile var clobbering") moved the setup of the CC variable to tools/scripts/Makefile.include to make the behavior consistent across all the tools Makefiles. As the vm tools missed the include we end up with the wrong CC in a cross-compiling evironment. The sysfs file name for enabling sanity checking is called 'sanity_checks' and not 'sanity'. The name of the file has never changed since the introduction of the slub allocator. Obviously, most people turn the checks on via the command line option and not during runtime using slabinfo. We would like to get a better view of the level of fragmentation within the SLUB allocator. Total number of partial slabs is an indicator of fragmentation. tools/vm/slabinfo: add partial slab listing to -X

We would like to see how fragmented the SLUB allocator is, one window into fragmentation is the total number of partial slabs. Currently `slabinfo -X` shows slabs sorted by loss and by size. We can use this option to also show slabs sorted by number of partial slabs. Option '-X' can be used in conjunction with '-N' to control the number of slabs shown e.g. list of top 5 slabs: slabinfo -X -N5 Add list of slabs ordered by number of partial slabs to output of `slabinfo -X`.
