shred: don't block when opening FIFOs with no readers
* NEWS: Mention the bug fix.
* src/shred.c (wipefile): Open the file with O_NONBLOCK.
* tests/shred/fifo.sh: New file.
* tests/local.mk (all_tests): Add the new test.
