tests: consolidate csplit-io-err tests
* tests/csplit/csplit-io-err.sh: Replace this LD_PRELOAD test with...
* tests/csplit/csplit-io-err-2.sh: This more general test,
that leverages /dev/full.
* tests/local.mk: Remove tests/csplit/csplit-io-err-2.sh.
