expand,unexpand: support multi-byte input
* src/expand.c: Use mbbuf to support multi-byte input.
* src/unexpand.c: Likewise.
* tests/expand/mb.sh: New multi-byte test.
* tests/unexpand/mb.sh: Likewise.
* tests/local.mk: Reference new tests.
* NEWS: Mention the improvement.
