maint: remove unwarranted uses of strncpy
* src/pinky.c (print_entry): Remove unwarranted uses of strncpy.
Instead, use stpcpy and stpncpy.
* src/who.c (print_user): Likewise.
* cfg.mk: Remove strncpy exemptions.
