dd: always diagnose partial writes on write failure
* src/dd.c (dd_copy): Increment the partial write count upon failure.
* tests/dd/partial-write.sh: Add a new test.
* tests/local.mk: Reference the new test.
* NEWS: Mention the bug fix.
