numfmt: fix dropped custom suffix when failing to parse
* src/numfmt.c (process_suffixed_number): Restore custom suffix
upon failure to parse number.
* tests/numfmt/numfmt.pl: Add test cases.
* NEWS: Mention the bug fix.
