Merge branch 'ps/make-append-to-cflags'
To help developers, the build procedure now allows builders to use
CFLAGS_APPEND to specify additional CFLAGS.
* ps/make-append-to-cflags:
Makefile: add ability to append to CFLAGS and LDFLAGS
