workqueue: Relocate worker and work management functions
Collect first_idle_worker(), worker_enter/leave_idle(),
find_worker_executing_work(), move_linked_works() and wake_up_worker() into
one place. These functions will later be used to implement higher level
worker management logic.
No functional changes.
