tools/libbpf: Enable cross-building with clang
Cross-building using clang requires passing the "-target" flag rather
than using the CROSS_COMPILE prefix. Makefile.include transforms
CROSS_COMPILE into CLANG_CROSS_FLAGS. Add them to the CFLAGS.
