MAINTAINERS: add Nicolas Frattaroli to rockchip-rng maintainers
I maintain the rockchip,rk3588-rng bindings, and I guess also the part
of the driver that implements support for it. Therefore, add me to the
MAINTAINERS for this driver and these bindings.
