pinctrl/rockchip: Drop wrong kernel doc annotation
Kernel doc validator is not happy:
.../pinctrl-rockchip.c:45: warning: This comment starts with '/**', but isn't a kernel-doc comment.
Drop it as it's indeed not a kernel doc comment.
