staging: rtl8723bs: Replace function ODM_TXPowerTrackingCheck()
Remove function ODM_TXPowerTrackingCheck as all it does is call
odm_TXPowerTrackingCheckCE.
Rename odm_TXPowerTrackingCheckCE to ODM_TXPowerTrackingCheck to
maintain compatibility with call site.
Issue found with Coccinelle.
