arm64: dts: qcom: sm8550: use ICC tag for all interconnect phandles
Use the proper QCOM_ICC_TAG_ define instead of passing 0 in all
interconnect paths phandle third argument.
Use QCOM_ICC_TAG_ALWAYS which is the fallback mask if 0 is used
as third phandle argument.
