drm/xe/guc: Convert register access to use xe_mmio
Stop using GT pointers for register access.
v2:
- Don't drop the _Generic wrapper macro for xe_mmio_wait32_not() yet.
Defer that to the final patch of the series instead. (Rodrigo)
