powerpc/pasemi: mark pas_shutdown() static
Allmodconfig builds show a warning about one function that is accidentally
marked global:
arch/powerpc/platforms/pasemi/setup.c:67:6: error: no previous prototype for 'pas_shutdown' [-Werror=missing-prototypes]
