staging: rtl8188eu: hal: Replace function odm_TXPowerTrackingInit()
Remove function odm_TXPowerTrackingInit as all it does is call
odm_TXPowerTrackingThermalMeterInit.
Rename odm_TXPowerTrackingThermalMeterInit to odm_TXPowerTrackingInit
for compatibility with call sites.
Issue found with Coccinelle.
