pinctrl: actions: Add Actions S500 pinctrl driver
Add pinctrl and gpio driver for Actions Semi S500 SoC.
The driver supports pinctrl, pinmux, pinconf, gpio and interrupt
functions using a set of registers shared between gpio and pinctrl.
