drm/msm/dpu: Add DSC hardware blocks to register snapshot
Add missing DSC hardware block register ranges to the snapshot utility
to include them in dmesg (on MSM_DISP_SNAPSHOT_DUMP_IN_CONSOLE) and the
kms debugfs file.
