staging: rtl8723bs: remove wrapper EFUSE_GetEfuseDefinition
The function EFUSE_GetEfuseDefinition is just a wrapper around
Hal_GetEfuseDefinition. Remove the wrapper and use Hal_GetEfuseDefinition
directly.
